( TO THE EDITOR OF THE GUARDIAN. 1 SIR,-With your permission, I would S direct the attention of ratepayers to one or two items in the balance sheet just issued a, hy the shire council. On the assets side is placed a sum of £326 4s. 9d, arrears of rates. That sum includes £98 12s. arrears V for tie year ending 30 9 1900. Deduct that sumt from the total of £326 4s. 9d., ti and there is left £227 12s. 9d., old arrears t] which have been accumulating for years v and which may safely be taken as being S bad. Now what is the use of going through the solemn farce of inflating the balance sheet year after year with such a palpably bad debt, and thus perpetu ate the same mistakes as were so rife in the balance sheets of the boom days. This t' amount of £326 4s. 9d. should be dealt C with, and the people who owe the mtney a made to pay, if able...
