The Herbert 5Iinistry is getting a somewhat notorious and well-earned reputation in the otber colonies for conducting tTic bnsincsa of the country in what the late Colonial Treasurer would term a very 'free and easy' manner. Their 'free and easy ar rangements' have, however, more than once come to grief. On the occasion of the appointment of -Mr. St. George Gore as Ministar for Lauds and Works, the constituency which he wss supposed to represent, by rejecting him, showed their undoubted disapproval of the ministerial policy. Having in conse quence of the free exercise of a consider able amount of doublc-dc-tling, drifted into another difficulty, the Ministry have pitched npon Sir Moffatt to re lease them from it, and thnt gentleman has accepted the somewhat invidious task.
