%m£ k ^mml^ulMt^mti Accident. — On Sunday last a little boy, son of Constable Cowal, of Kyamba, whilst amusing himself at the wood heap with an axo, in com pany with his youngest brother, a mere child, accidentally let the axe fall on the infant's left hand, severing the little finger close to the palm, and splitting the fourth finger nearly to the top. The child is doing as well as can be expected under the circumstances. This is another of the many instances that come under our notice where accidents arise from the in cautious use of edge tools. Parents should take warning and prevent children from playing with such dangerous articles. A Monster Waggon. — A 'sensation' cart, manufactured by local hands, is thus described in the Ballarat Star : — ' The largest waggon in Victoria, not inaptly named the 'Hercules,' has just been completed for Mr. John Hamnion, of Creswick, by Messrs. Our members of the Legislative Assembly and., members of the Legislative Council are out holiday making ; freed from harness they will * no doubt return, many of them among their constituents to bear and to learn how they have satisfied expectations. Some, no doubt, will be found wanting, or at least they will be told so by those who returned them to Parliament, and whether true or not, it will amount to the same thing, so far as the satisfaction 01 dissatisfac tion to voters may, be taken into account. The familiar fable of the old man and his ass will apply, perhaps, in numerous instances, but then a certain latitude, should be given to all mem bers. We do not blame voters at all for exact ing pledges on main principles from those who aspire to represent them ; but we have no faith in any member who sits in Parliament to vote to order. COMMERCIAL. : The Bank of England reduced the rate of discount on 15th June to 8 per cent., and the charge for good bills of short dates is now 2fr to 3 per cent. The fall in the value of money has not yet ceased. There is not any important revival of trade with America as expected. The uncertain condition of trade in India., and fear of further failures, creates great caution in mercantile transactions. ,The following failures have taken place.— Braginton, Kenningtdn and Co., private bankers, of Torrington, liabilities, £100,000; Levick and Co., iron merchants, liabilities, £400,000 ; bIbo, Canliffe and Pigott, of Blackburn, and Messrs. Brassill, of Horwick. Other failures in tue iron trade are expected.

INDIA. During the past month several joint stock corn* panieB, and European and native firms, have failed with enormous liabilities. : A great battle was fought between the Ameer of Cabul and Candahar Saudars, in which the he'r apparent was killed. The ruler of Khobima has been killed, and his country made over to Khan of Bokhara. 108 people were killed by an avalanche in Juangi, on the Upper Chenab. The Governor-General issued orders that the export duties on' sugar, coffee, teas, pickles, wool, hides, and Bilk, should cease; and the duty on rice and other grain is reduced to two annas per maund. ' ' The beat at Calcutta is intense, and cholera pre vails in a great number of provinces, and many Europeans have fallen from its effects ; at Cairo and Aden it also rage's. Famine prevails in Arabia: A requisition has been sent from the authorities of Aden to the Government at Bombay to Bend a shipload of wheat promptly to relieve the distressed.

KIANDRA. (FROM OUR OWN CORRESPONDENT.) August 16. — We were in hope that the fall of snow for the remainder of the season had ceased, but last Sunday night it began again, and continued to descend heavily till Tuesday morning. For weeks past we have had a sharp frost every night, too sharp in fact for some unfortunates, as I know of three cases where individuals have been frost-bitten ; two of these were Chinamen, one of whom suffered in his fingers and the other in the nasal organ. The third was an European, who has been compelled to have three or four of his toes taken off. Our Debating Society is, I believe, firmly established. The majority of the members are literary young men, and they assemble once a week for social and political debates, recitations, essays, readings, and it is to be hoped lectures by-and-bye. The formation of such a society is deserving of our warmest appreciation, and I sincerely trust it will meet with the unanimous and cordial support such an institutoin ...
