Four years go, when Pennsylvania State stock were down to 85, bo worked and bought them up to par, and at that rate be obtained three ruillloo dollars for the Stale, for raising and equipping her troops. When tbo Secretary of the Treasury gare vari ous bankers throughout the country com missions o negotiate bis first loans, Mr. Cooke was always among the most sac cessful. He infused a portion of his own great energy into bis sub-agents, and seemed to best understand bow to present the claims of the Government to the peo ple. When the 5 20 loan was authorized it was before the public many months without attracting nny attention, and the total sales by government were only about eighteen millions.
