JOCELYN THOMAS Esq. v GOVERNOR ARTHUR, All the Colony know the charges imputed to Mr Thomas, when Colonel Treasurer - all the Colony recollect the report that he had admitted to the Colony that he had appropriated the monies deficient to his   own use. The following cool letter, throws a light upon the subject , whlch is very likely to change the public mind - indeed, if the statements contained therein are not refuted, the public cannot avoid crediting them. The "system" - the horrid system - is apparent - through out the whole affair - the buying and selling - places of public trust - with the public money, in favor of the family of the Governor - is rank - and deserves the fullest exposure;- however, as any public remarks upon the subject, might operate against an impartial enquiry, which has been promised to Mr. Thomas, we dismiss this as just for the present. To the Editor SIR,— I am rejoiced to find my friend the OBSER VER has not yet departed this life, but has only been in a trance for fourteen days; the poor thing, how ever, is grievously afflicted, weak and nervous in the extreme, as may be seen on perusal of its last number; it is still under the care of a skilful physi   cian, and hopes are yet entertained of its recovery;   as regards its bodily disease, its brains (if any it ever possessed) I fear are so much disordered, as to baffle all skill, even that of the Doctor himself. The only piece of local intelligence it contained, was, that the Commandant and Butchers had dis covered a method of killing cattle without hurting them; and that a duty ought to be laid upon   Butcher's meat, to raise funds for lighting the Town. I am sorry I cannot agree with my friend upon the latter point, because I think the price of pro visions is far too high in this Colony, whilst our few dollars are daily dim...
