TOWN PLANNING AT NEWCASTLE. The Northern Engineering Institute of N.S.W., with headquarters at Newcastle, has decided to take the initiative in the formation of a branch of the Town Planning Association. A public meeting is to be held on 25th inst., when the Mayor will pre side and an address will be delivered by a member of the council of the parent Association. The Secretary to the Institute, in a letter, states: — 'There' is some misapprehension as to the objects of the Association, many supposing that it may attempt to interfere with the municipal councils.' This is a totally erroneous conception. The objects of the Town Planning Association are to assist local government bodies in their broader field of enterprise rather than obstruct them, and the advent of the Association, directed as it is by experts ready to gratuitously give their services and time, is gener ally Ayelcomed on that account.

ROUND THE JOBS. Wentworth Avenue at present has a very woebe gone appearance, but is destined to be a handsome thoroughfare. There is much improvement needed, although two or three big structures are already finished or close up. The building almost completed for the City Coun cil by Master Builder H. J. Thompson, to Robertson & Marks plans, for occupation by Reuben Brasch, does not yet look at its best. The backs of Brasclrs shops facing Oxford Street, are up against the side of the new building. The framework is from the Sydney Steel Com pany. The walls are of brick. The floors are of Oregon joists and Richmond River pine. Terra Cotta partitions have been placed throughout. A Maltlioid flat roof tops the whole building which consists of a basement and three floors. BANKSTOWN'S BLINDNESS. The wisdom of making the employment of per manent qualified engineers optional as regards muni cipalities, is further questioned, if not altogether discounted, by the sorry plight of Bankstown in relation to its thoroughfares. The council candidly confesses to being in a fix, and all sorts of proposals have been made but the right one. 'Borrow £.10,000,' some say. 'Purchase road making machinery,' say others. No one seems to have arrived at the rational conclusion that neither of those proposals are of any use without the pro fessional services of an engineer to operate them. The nearest got to it is that the council should share the cost of an engineer with. adjoining municipali ties. Why cannot the aldermen realise that the prob lem troubling them is one for an engineer? Engineer with experience in more than one State — and Victoria among them— supplies his' impressions : — In the bucolic belief of the average councillor administrative expenses represent dead money. Nothing less than a charge of dynamite would remove that -impression from the minds of some. All their thoughts and actions for the nrnpress of the district are governed by' the fearful nightmare of 'What it will cost.' But the most remarkable thing about it all is that the cheapness and not the quality of the work is of greater import. A road, for instance, that origin ally cost £200 by cheap methods, and almost that amount annually ever afterwards in upkeep, would be considered a better work and cheaper than the road built by the qualified engineer that cost £100 at the outset and a comparatively infinitesimal - amount in upkeep afterwards. ANOTHER GOOD ROADS ASSOCIATION. Still another Good Roads Association has been formed — this time at Brisbane. It has appointed officers, fixed the subscription fee, and said that the roads must be improved. That is about as far as bodies' of that kind generally get, and the latest Association has nothing about it that would create a suspicion' of it doing any better. Of course, it is within its power to do better. For instance, in stead of uselessly setting up the cry of 'good roads,' anlemand for higher rating on the part of local au thorities to provide the wherewithal and an insist ence on the more general engagement of qualified roadmakers could be made. There wpukl be some sense and probably results in that. But to simply act the part of the Good Roads Association as we know it in N.S.W. and elsewhere is to waste time and become a nuisance that should be legislated against like noxious weeds and noises.
