There is no question that taxation should be based upon principles of equity, and that men should be taxed only for what, they enjoy This is the principle, doubtless, which has actuat ed oar law-makers, when imposing the slight taxes the subjects of His Majesty have to pay. We do not assume the ground that no changes , aire desirable in tho legislation of the country, on this subject ; but from all the arguments adduced, and assertions made, some of which are ridicu lous enough, we have not yet been able to disco ver who is oppressed, or taxed, for any, thing he . does not enjoy. . As in every law of general appli cation, there may be some few exceptions to this remark; but that this is a reason for abolishing a law," we do not believe. However, in making a calculation of this sort. we must give the boats of the different lines the nine speed, the question is the distance, and here either Mr. Burwell or the editor of the New York Courier and Enquirer has made a great mistake in inferring that this Tehoantepee route from liver- pool to Canton is only one thousand miles longer than "that in the directly opposite direction1' by which of coarse he must mean the regular mail route from Southampton to Hong Kong via the Isthmus of Suez.
