A LIBRARY. At the last council meeting of the N.S.W. Section of the 'Institute, the General Secretary presented a report respecting the establishment, of a library. He mentioned that the Institute . had now in its possession the proceedings of the International Roads Congress, as well as the proceedings of its own conferences. Mr. J. M. Smail, M.Inst.C.E., had a wonderful library, including the complete pro ceedings of the British Institute of Civil Engineers, which he had generously agreed to loan to the library. Mr. G. H. Rowney, B.E., and Mr. T. W. Seaver, B.E., speaking at the meeting, promised to do like wise, and it was suggested that other members of the Institute throughout Australasia be invited to .follow suit. i A list is being drawn up giving the amount of postage which is payable by the applicant for the particular work. The library will be Australasian in character.

WINGADEE'S ROADMAKING PLANT. L.G. Engineer McKenzie, Namoi (N.S.W.) writes : — 'After reading the Shire Clerk's letter in your issue of 18th inst., re the Wingadee (N.S.W.) road making plant, wherein he states that the plant cost between £300 and £400 for repairs in one year, I can quite understand why it did not pay. 'It would be interesting to know how many days the plan DID work in that particular year. I ask other, councils-not- to berdiscouraged by *W-ingadee's failure,' but to get good, up-to-date machinery, good drivers and good managers. I ask them also to remember that it pays to pay well for efficiency in both men and machinery.'

APPRENTICESHIP EXPERIENCES. Some interesting things were said regarding apprentices at the last meeting of the N.S.W. Master Builders' Association. The President related an experience he had with 'a relative of the wife's.' ' lie had endeavored to make something more of the lad than a quill-driver, and took him on as an apprentice. The youth did not serve long when he was away sick. When he returned he had attained his majority and un blushingly came up for the journeyman's wage. Mr. Turner told of an experience his firm had witli two apprentices. The youths were willing to complete their apprenticeship on that scale of pay after arriving at 21 years. It was. discovered, however, that the Act would not allow them. His firm, thereupon, dismissed them after paying away £40 in back pay. , Mr. Stuart said that he, had been training between 20 and 30 boys annually, but he would not do so under present conditions. FREMANTLE'S ROADS. Some time ago Fremantle Council, acting on the advice of Engineer H. Haynes, decided to embark on a roads campaign. The engineer drew up a schedule of works involving the expenditure of £40,000, and the council decided to go straight ahead. As we said previously, the commendable enterprise of Fremantle could well be emulated by the eastern cities. Some horse-sense from the annual report of President Feehan, Wingadee Council (N.S.W.) : — 'After the collection of the. funds of. the Shire the r.ext important question is the expenditure of that money in a judicious manner.' And as Wingadee employs a permanent qualified engineer, the Presi dent is no doubt justified in. adding: — 'I feel confi dent that the expenditure for the last year was all to the advantage of the ratepayers.' REPAIRS TO WOOD BLOCKED ROADS. Mr. Chas. H. Gough writes to the 'Brisbane Courier' on a subject of general interest: — Re our wood-blocked Queen Street. I am not an authority on the question, but from the point of view of 'a man in the street,' it has struck me forcibly on several occasions, when, repairs to the blocks were being effected, that a very important, though small, matter, is omitted during that pro cess. .When the block-layer cuts the block with his tomahawk to make it the required size before ham mering it into position, there is no preparation (such as tar, or what not) applied to the serrated surface caused by the cutting; The omission of this, one would think; would allow the moisture to creep in and cause rot. When new blocks are laid in the first place they undergo a process of immersion in hot tar to prevent rot. I have often wondered why the chopped block does not undergo the same treatment.
