We alluded, the other day, to the high-hand- Ed measures to which certain high officials in «ad about Wheeling proposed to resort, in order to prevent the citizens of Brooke and Huncock from constructing a railroad through six miles of their own land. It will be remembered that a law was drafted and submiiied to a meeting in Wellnburg, the object of which was to render it penal in any person to construct a railroad within ibree miles of the Pennsylvania line. The meeting was told.tbat this law would be passed by the Legislature without the slightest difti-uity. Here is the iaw : f 1. THK DAILY DISPATCH. RICHMONB. TA.i Itfondny !>t oniing, Feb. 2 TWENTY FRIST OF FEBRUARY This day will be forever memorable in the annals of the world, from its having witnessed (1869) the surrender of the city of Sarsgossa, in Spain, to the French forces under Marshal Lannes, after the most obstinate siege recorded in history, that of Numantia, by the Romans, under the younger Scipio, alone excepted. It is remarkable that these two cities are situated not more than three or four days journey from each other, in the North of Spain, and that those who defended Saragossa belonged to the same stock with those who defended Numantia. After the lapse of two thousand years, we find the prevailing characteristics of the people the same. As Palafox, who defended Saragossa, has been said to be the grandfather of the new Empress of the French (that is not so, though she is a near relation) and as her extraordinary elevation is just at this time a very prominent subject of remark ever...
