PRUSSIA. Berlin, 11th December. It is stated to-day that the Neufchatel question will not be referred to the new Paris Conferences, but to the representatives of the powers resident in London, who signed there the protocol -of the fith May, 1852. Prussia, it is said, would prefer the Emperor of the French as arbiter to Lord Pal merston. Letters from St. Petersburg say that the Bolgrad and Tslo of Serpents' questions will create no diffi culty, and that the serious point of discussion will be the reorganisation of the Dauubian Principalities. The statement that Aali Pasha will go to Paris as the Turkish Plenipotentiary is discredited. A delegate from the Russian Government has arrived Tiere to settle the plan for connecting our railway system with that of Russia.

The English troops are already operating on the shores of the Permian Gulf. France has offered her mediation to the Court of Teheran. The conferences between Pcruk Khan and Lord Stratford dc Vdrliffe at Constantinople continue. The Prei-t d' Orient of December 1st Bays : ' *' It was on the 26th of Ocotber that the town was taken. Tho tchnpar (messenger), who was imme diately sent to Teheran with the news, only took eight days to cross the vast plains vrliich separate Herat from the Persian capita?.' The came journal announces the departure from Tohcrati of all the members of the British Consulate.
