Mr. Sumner presented a number of memorials in favor of his civil rights bill, including one signed by the republican members of the General Assembly of Virginia. Also, petition of the Central Committee of the German American Teachers Association praying the discontinuance of donations ol public lands to corporations, and for the establishment of a great national normal school. The amnesty bill was then taken up, and Mr. Sumner proceeded to speak at length in support of his supplementary civil rights bill amendment. HOUSE OF REPRESENTATIVES. The Speaker laid beforo the House a letter from the Governor of Virginia, transmitting a joint resolution of the Legislature of that State relative to the fourteenth amendment. Evening £tate gonem TUESDAY EVENING, JAN. 23, 1872. FORTY-SECOND CONGRESS—2d Session Monday, January 22. SENATE. The postal telegraph bill was reported by Mr. Ramsay, who said that the rates were reduced in nearly all countries to about the rates proposed, and he urged early action. Mr. Blair offered a preamble and resolution directing the President to open negotiations with Spain for Cuba. It went over under the rules. Mr. Davis' resolution for acommittce regarding the private and public character of the President was passed over, as it was evident that it would lead to long and excited debate. The consideration of the amnesty bill was resumed. A rambling debate followed, but it seems that the disposition is to force the subject to an early issue.
