It was born of the perseverance and zeal of Justin Morrill . Senator Morrill , of Vermont , in 1862 secured the passage by Congress of an act establishing the colleges of agriculture and mechanic arts . The bill had passed once before , but President Buchanan had vetoed it . It passed again and Lincoln signed it . The use of modern hay and grain elevating machinery requires that barns be constructed with open centers without cross beams or collar beams , and the plank frame construction seems to work in just right . A knowledge of truss work is necessary to lay out a barn of this kind to the best advantage . Planks two inches thick and from-six to eight inches wide are generally used , and when scientifically put together , are stronger than the old-time timber frame , and will not cost more than half as much . The truss work is varied , according to the interior arrangement of passage ways , stalls ,, etc . THE DAIRY FOR PROFFI THE TUBERCULIN TEST Scarcely a request comes , to the veterinary department for inspecting cows that the owner does not vouchsafe the information that he knows his cow is perfectly healthy . But the fact is , neither he nor anyone else can tell by any other means than the tuberculin test as to whether or not that cow is free from tuberculosis . The tuberculin test consists in injecting the cow with tuberculin and noting the rise , in temperature . To do this it requires eight visits to the animal , each time taking her temperature and once inoculating her with the tuberculin .- The temperature is taken several times the first day to establish the normal and see that she is in a fit condition for the test . Late at night the tuberculin is injected . Ten hours after the injection the temperature is taken , and two hours thereafter throughout the day , If she shows an abnormal rise of temperature , it is a certain indication that she has tuberculosis .
