The postal telegraph bill was reported by Mr. Ramsay, who said that the rates were reduced in nearly all countries to about the rates proposed, and he urged early ac tion. Mr. Blair offered a preamble and resolu tion directing the President to open nego tiations with Spain for Cuba. It went over under the rules. Mr. Davis' resolution for acommittce re garding the private and public character of the President was passed over, as it was evident that it would lead to long and ex cited debate. The consideration of the amnesty bill was resumed. A rambling debate fol lowed, but it seems that the disposition is to force the subject to an early issue. Anting JPtatc journal WEDNESDAY EVKN'O, JAN. 24,1872. FORTY-SECOND CONGRESS—2d Session Tuesday, Jan. 23rd. SENATE. Mr. Pomeroy, from the Committee on Public Lands, reported the bill to set apart the valley near the head-waters of the Yel low Stone river for a pnhlic park, to be un der the control of the Secretary of the In terior. Mr. Pomeroy said the valley was about •(0x4") miles, and it was thought best to pass this bill at once, before any private claimants could lay title to any portion of the land. In the case of the Vosemite Val ley there were two private parties who claimed to have taken up portions of the land, and had carried tho matter to the Supreme court. Mr. Thinratan objected to the present consideration of the bill, and it went over. Mr. Sherman, from the Committee on Fi nance, reported bill to authorize the im portation, free of duty, of certain machin ery intended for mining experiments in Ixmisiana, which was passed.
