CANAL IS FIBST SENATE TAKES IMPORTANT AC- TION IN MATTER. Unanimous Agreement to Dispose of the Treaty Reached After Con siderable Debate In Caucus. Statehood Bill is Protected in Its Advantageous Position. Washington, Feb. 19.—The Republi can senators held a caucus during the day and decided to have the senate continue consideration of the Panama canal treatyfrom this time on until the treaty shall be disposed of. This re gu lt was reached after a discussion of the legislative situation in the senate lasting an hour and a half. The con clusion finally reached was unanimous. The understanding is that the statehood bill does not lose its advantageous po sition in the odrer of busines when the eenate ie in executive session. The Republican supporters of the statehood bill agree D«t to antagonize a motion for an executive session to consider the canal treaty, nor to make any objection to the prolongation of such sessions to any extent necessary to secure ratifica tion. Creation of New Department of La bor and Commerce Among the Most Important—Anti-Trust Mea sures, Isthmian Canal Appropri ation and Others of Importance. Washington, March 2.—The work of the present session of congress, the closing of which marks the expiration of the Fifty-seventh congress, is practi cally at an end, except for the passage of the appropiation bills. A summary of the legislation enacted drrinjz thes« two sessions makes an in teresting showing. The Fifty-seventh has been a busy congress, and import ant results have been obtained. Among the acts of this sessoin is that creating the department of commerce and labor, and adding another cabinet officer to the president's official family. That department, with George B. Cortelyou late secretary to the president, at the head, is now in process of organization. According to the New York Herald the Main Points In the Anthra cite Controversy Are Decided in Faver ol the Miners—lncreased Pay Included, >ew York, March 7.—The Herald prints the following as a summary of the findings of the coal strike commis soin appointed by President Roosevelt: There will undoubtedly be at }east a 10 per cent advance in the pay for min ing, to take effect from the time the commission met last October. The per diem employes will not have their wages raised, but it will be recom mended for the same pay for a day of nine hours. The system of pay will be regnlaetd. Wherever practicable the operators will be required to pay by weight, instead of by the car, and elsewhere by the lin eal yard.
