Journal : I have to congratulato you upon the no ble stand you have taken and .sustained against the iniquitous Funding Hill, and upon the success that seems to be crown ing the efforts of the STATE JOURNAL, Norfolk Day Book; and the other papers in the State that have made war upon that enemy of the people. The present legis lature seoms to be fully alive to their inter ests. They have made havoc in the ranks of the funders, antl it is to be hoped they will press on, until the bill is repealed, the means by which it was pushed through the last General Assembly may be ascer tained, and tho names of the guilty pub lished. Mr. Sumner presented a number of me morials in favor of his civil rights bill, in cluding one signed by the republican mem bers of the General Assembly of Virginia. Also, petition of the Central Committee of the German American Teachers Asso ciation praying the discontinuance of dona tions ol public lands to corporations, and for the establishment of a great national normal school. The amnesty bill was then taken up, and Mr. Sumner proceeded to speak at length in support of his supplementary civil rights bill amendment. HOUSE OF REPRESENTATIVES. The Speaker laid beforo the House a letter from the Governor of Virginia, transmitting a joint resolution of the Legis lature of that State relative to the four teenth amendment.
