He is a native of Virginia and is the son of a natal oeicer, was graduated from the CAPTAIN PaNDLE- Naval academy In 1867 and was assign ed to special duty on the Minnesota for two years. He became an ensign in 1868 and master in 1870. The next year he was advanced to the lieuten ant's grade and in 1889 became a lieu-' tenant commander. He became a full commander in 1897 and attained the captain's rank in 1902. IHe was in comn mand of the Atlanta in 1900 and 1902 and was for several years superintend ent of the naval gun factory. The publicity given the condition of the convict camp by the grand jury in their report to Judge Murff and as detailed by the press was a revelation as astound-, ing as it was shocking. In the simple narration of the facts the condition of the camp and the system was made odious. What to do with the convict, is a problem, but it is unquestionably a false economy to keep convicts in camp to work the public roads.
