f) Site gaitjj gtftotm AS.TOEIA, OKEGON: FRIDAY JANUARY SO. 1885 THE INAUGURATION BALL FUND. The Washington papers are pub lishing long lists of subscribers to the inauguration fund. On their face these lists speak well for the patriotism and public spirit of citi zens of the capital. Looked at in the light of hard facts these publications are found to be conveyances of a good deal of advertising at very cheap rates. When it comes to something the government is concerned in these thrifty Washington people never get the small end of the trade. They are now engaged in contributing to the inauguration fund, but that is not an out-and-out gift, but rather a guar antee fund. If a fire or a cyclone should sweep away the pension build ing just previous to inauguration day then these subscribers would have to enter up their respective sums to profit and loss. Just as sure, how ever as the inauguration ball is given in accordance with the programme, they wi;l receive credit for public spirit...

Nineteen' years ago congress jbcss ed llie following law for the sake of unifermity: "Both Lonses of any state legislature chosen next preced ing the expiration of the time for which any senator was elected to represent said state in congress, shall, on the next Tuesday after the meet ing and organization thereof, pro ceed to elect a senator in congress in place of the senator going out of office." Congress -derived its power to reg ulate senatorial elections from Art 1 Sec. 4, of the constitution, which provides that "the times, places and manner of holding elections for sena tors and representatives shall be pre scribed in each state by the legisla ture thereof, bnt the congress may at any time, by law, make or alter such regulations, except as to the places -of choosing senators." There seems to be an idea in cer tain parts of this state that all that is necessary "to make times good" in Oregon is that the legislature "do something." Judging from the tenor of the advice and theories in various contemporaries it -would appear that the prevalent notion has invaded a good many newspaper offices. Just how the legislature can im prove the condition of the people or change their individual bias is not clear. It can and doubtless will do a good deal of work, but after all it is only a representative body, it is not vested -with extraordinary powers; its resources are as limited as those of the constituencies that sent its mem bers to the state capital, and it is hardly fair to expect that the session of the legislature shall be the signal for prosperity throughout the com monwealth.
