Pending the question of impeachment oft Kellogg. the agent of the Associated Press t sent the following dispatch from New n Orleans : The Bulletin says: "We learn that a memorial of merchants and capitalists of .ewOrieans slain ciroulation to-dav,protest. I *a gainst the proposed action of the House of Representatives in the matter of impeach ment.
