A Protest against tbe Aotion of the Government. A public meeting was convened 'by the Mayor at the Town Hall on Wednesday last in consequence of a requisition pre sented to him, to protest against the action of the Government in regard to the pro posed new Publio Offices ; for Balmain. The meeting was attended by. a large num ber of influential gentlemen. The Mayor, who presided, read letters of apology from Aldermen Clubb and Buchanan, and also from Mr. Alex. Bowen, wno cordially supported the proposed in dignation meeting and suggested that if the Government would.not grant sufficient funds for the buildings required that the inhabitants of Balmain should make up the amount by contributions, at the same timo enclosing his cheque for £5. From George Browning, asking permission to erect a balcony to a building opposite St. Thomas' Parsonage, Wcston-street— Permis- sion sranted. From A.. B. Armstrong,! borough valuer, stating that the apparent under-valuation of Mori's Dock property referred to by Alder mm Buohansn was to be explained by the follow ing circumstances. 1st. New Publio Buildings tor Balmain. Through the courtesy of the^ Colonial - Secretary, Mr. Garrard, M.L.A., was able to plaoe the original plan and the altered plan for tha new Courthouse and Post and Telegraph Offices before the publio meeting on Wednesday, and we are alike indebted to Mr. Garrard for the opportunity of giving a short description of tha buildings. The original plan shows a very neat strnoture covering a frontage of 141 feet to Darling-street with an elevation of some 40 ft. At the Montague-street corner of the building is a tower, the height of whioh, from the roof to the pinnaole is over 70 feet, and from the ground about 107. It is provided with a four-faced clock, and above that there is ia look-out, from whioh, no doubt, one of the most magnificent views in or around Sydney could be obtained. I J Sir, — As there is at the present time a diver sity of opinion, as to the power of Municipal Councils to borrow money on biortgage. upon land belonging to the ratepayers, or the coun cil, which is the same, I would wish to have the matter ventilated through your valuable paper. As far as I am myself concerned, I am of opinion, according to the reading of section 190 of the Municipalities Act of 1867, - the council may borrow by debenture or mort gage, or otherwise, on tbe credit of any land, personal estate, or annual rcvenu'S actual or prospecuv, De ongin? to the hody corporate of Mich Municipality, provided that no money shall be so borrowed, except with the sanction nf the Governor, in writing, under his hand. Freemasonry in Balmain. INSTALLATION CEREMONY. The first annual installation - of office bearers of the Lodge Paoific, No. 85, New South WaleB Constitution, took place on Tuesday night at the Lodge Room, Miller's Coffee Palace, Darling-street. This lodge has only been in existence for about 12 months, bat during that time has made rapid progress, its ranks fast filling up with members. The oeremony on Tuesday night was made the occasion of a numerous gathering of members of the mystio tie, there being a goodly number of visitors present.
