THE Prime Minister's policy speech was a somewhat cruel blow to those Laborites who have delighted to sneer at Liberals as "Conservatives in disguise." What is vastly moredimportant, the speech must open the eyes of those neutral folk whose mood the cheap sneers influenced. The Liberal Party now stands bol'dly forward as the champion of a just electoral system, under which the electors may return whom they choose. Mr Cook put the pre ferential vote for Representatives, and election of Senators on the proportionate vote in the fore front of his fighting platform. It is a bold, forward move, and should be a winning one. -How can the. Opposition defend its attitude? Long ago it admitted the theoretical superiority of the preferential and proportionate votes; nor can it plead that, though admirable in the abstract, electoral reform is impracticable under existing conditions, for, it uses the preferential vote in the conduct of affairs.
