Red tapo in the Treasury and War Departments has been carried on to a degree of perfection unsurpassed in anv foreign barnacle h office. Six years ago a dull-witted clerk in the Quartermaster General's olllce made an error in tbc percentage in comput ing1 the amount of a claim due the Central Pacific Railway Company for transportation. This error left one cent due the Central Pacific Company. The same error was, re peated iii three separate cases, until the Government had defrauded the Central Pacific Company out of the sum of three cents through the negli gence of the clerk. When this mistake was discovered all the wheels of the Government were set to work to try and correct it. For six years clerks have been hard at work on the correction. Wc And in a German paper a form ula, for a wash which can be applied to lime walls and afterwards become waterproof bo as to be bear washing, llcscnschek of Munich mixes together the powder from three parts sillcious rock (quartz,) three broken marble and sandstone; also, two parts of burned porcelain clay, with two parts freshly slacdkc lime still warm. In tins way a wash is made which forms a silicate if often wetted, and becomes after a time, almost like stone. The four constituents mixed together giyc the ground color to which any pig ment that can be used with lime is added. It is applied quite thickly to the wall) onothcr, surface; let dry one day, and the next day frequently covered, with waler, wliich makes it waterproof. This wash can be cleansed with water without losing arfy of its color ; on the contrary, each tiiiic it gets harder, so that it can even be brushed, ....
