A Senate bill authorising the James Ri»er and Kanawha Company to pledge its tolls upon Rivanna river tonnage, to complete the Rirnnna improvement, was taken upon motion of Mr. Rives, and passed—ayes 97, noes 27. The bill authorising the Boaid of Public Works to construct a railroad from Covington to the Ohio river, was taken up and ordered to be engrossed for a third reading. Mi. Anderson moved that the biil be at once placed upon its passage. The motion was opposed by Messrs. Goode, of M., Moor, and Rice, and supported by Messrs. Ecnols, Rives, Massev, Patrick, and Lewis. On the question of the passage of the bill today, the ayes and noes were demanded ; and the constitutional number (two-thirds of the whole nouse) were found in favor of proceeding at once to the passage of <he bill.
