2 Viewpoint The Brand March 30 1995 Cowboy Logic (A Student Forum on Matters That Affect Us All) Tuesday March 21 a bipartisan group of lawmakers introduced a constitutional amendment banning the "physical desecration" of the American flag. In 1989 Congress passed a law banning flag-burning but the U.S. Supreme Court ruled in 1990 that the law was a violation of the constitutional right to free speech. Later that year Congress narrowly failed to pass the law as an amendment. This time however with more Republicans in the House and Senate hopes are high that the amendment will pass. Forty-five Senators and 248 House members 'both Republicans and Democrats have already pledged their votes. Is flag burning a constitutionally protected form of expression or should the flag be protected as a hallowed symbol of our nation?
