The more tho Licensing Act becomes knovni, the more unworkable and ar bitrary do its provisions appear. Recently tlie landlord of a highly re spectable hotel in lloruya was sum moned for allowing a piano to be played in his licensed house. So far as we can see there was no attempt made to show that the instrument was operated on for the purpose of attracting custom, but there was the fact, there was the music in a licensed^house, and the land lord was fined. If this had happened in Russia it woqld have created a little surprise, but the proceedings being in virtue of an Act that Sir Hexby rather prides himself on we are bound to ad mit it is all right. Then as to the size of rooms in hotels the provisions of the Act are most ar bitrary, aud to fully comply with the law an immediate outlay of over one hundred thousand pounds is necessary throughout the colony. This, it may be said, is a small sum if distributed over all the hotels now licensed ; but it will press so heavily on many r...
