DAY LABOR IN LOCAL GOVERNMENT. [Newspaper Article] — Construction and Local Government Journal — 18 May 1914

DAY LABOR IN LOCAL GOVERNMENT. L.(i. l.ingineer McPherson. Byron Shire (N.S.W.) ! is another engineer who has proved the advantages of road-making machinery over the old methods. At a recent meeting he analysed the cost of a cer ; tain job to show that the machines did1 the work : cheaper than the old contract system. The work I took .7.1 days to complete, and it cost, after allowing I for interest and depreciation, £-i/li/i7 a chain. i The engineer is reported in the local paper to have stated that 'a job of the same magnitude, under the contract system, would have cost £9 a chain and would have taken ?? to fl months to complete.' ?'..'We presume that the engineer means that the all round saving would accrue failing the use of machinery by the contractor.

THE ROADS OF QUEENSLAND. Administrative System Attacked. [Newspaper Article] — Construction and Local Government Journal — 18 May 1914

THE ROADS OF QUEENSLAND. Administrative System Attacked. At the present time our roads arc controlled by nearly two hundred different local authorities, all striving to do their best j.n nearly two hundred different -ways, and doing it probably as well as possible with the limited money available. But. generally speaking, the road administration is shockingly bad, and enormous sums of money arc being wasted by ratepayers in the wear and tear of vehicles, and very often the ratepayers of one shire or municipality have to maintain roads very largely for the benefit of persons from some' other place. Storekeepers, too, suffer heavily by the depreciation 01 vaiuauie goocis irom ausc ?wntcii mows tnrougn towns and cities almost as densely as on some sandy plain. All this must be altered. And to alter it we must have, sooner or later, a Main Koads Department, or Board, controlled , by a responsible JXlinister, and supervising the 'maintenance of main roads through out the State, and leavi...

TRAFFIC DANGERS. [Newspaper Article] — Construction and Local Government Journal — 18 May 1914

TRAFFIC DANGERS;. An English judge recently ruled that dogs are just as much entitled to -freedom- of action and the use of the thoroughfares as human beings. The doctrine is somewhat startling, whether sound law or not, and it makes, one wonder how the news will be received by Sydney motorists. The chauffeurs of that up-to-date- city not only don't care about dogs when careering through the streets, but take little stock of humans. If you do not happen to hear the 'toot' of their horn, why you get run over — mat s an. j. ney rareiy siacKen their speed. . Something will have to be done to put a stop to the recklessness and carelessness of these drivers. It 'must cease' as Minister Hoylc would say. ? .». ? Counsel for the N.S.W. Local Govt. Association has decided that the Armidale Municipal Council's letting of the carctaking of the local parks out on contract, in order to avoid the wages under the award, is illegal. From the 'Young Chronicle' (N.S.W.) : — After a long fight, the tr...

MUNICIPAL COMMERCIAL DEPARTMENT. [Newspaper Article] — Construction and Local Government Journal — 18 May 1914

MUNICIPAL COMMERCIAL DEPARTMENT. Leeds (England) has just learnt the lesson of the recent municipal strike, and it is applicable to all municipalities. It has cost the Corporation £i)4,000 — an amount which would more than have paid the increases the men asked for two or three years — and the men must have lost collectively about a half of that sum in wages. The five aldermen appointed'. to. inquire?! into the strike report to the council that the rupture has shown the necessity for improved methods of deal ing with the wages, conditions of work, and hours of labor of municipal workmen, and to this end they I CLUlll JUi;illl Lilt; X\Jl IlLclLll-Jll Ul Ci illLlill^ipcll 1,IM11 IllVil - cial department, controlled by a municipal commer cial manager. Architects, Builders & Engineers. IS IT ANY WONDER? [Newspaper Article] — Construction and Local Government Journal — 18 May 1914

Architects, Builders & Engineers. IS IT ANY WONDER? Minister Griffith will probably confess to having long lost count of the number, character and extent of the difficulties besetting his attempted establish ment of State enterprise on an economical and efficient basis. He knows his own supporters and chronic impecuniosity figure largely in that connec tion, and he has been heard to complain of the losses suffered through theft. The two former elements may not be easily contested, but the latter certainly is, or should be. Yet it seems an impossible task with the obvious lack of system in the conduct of affairs. The 'Sunday Times' of last week recounted that : a pile of new material was lying near the abandoned ' line on the Glenbrook to Valley Heights Railway. The collection includes bags of fishplates, cast steel pins for fastening rails to sleepers and rails them selves. Nobody knows why they have been left there, and the Department, which should be most concerned, eviden...

TO SAVE N.S.W. [Newspaper Article] — Construction and Local Government Journal — 18 May 1914

TO SAVE N.S.W. There are now in New South Wales a number of organisations which aim at the civic regeneration and beautification of the cities, the betterment of services, and the arousing of public conscience. Here are some: — (:l) The Greater Sydney League : (2) the Good Roads Association; (3) the National Women's Council; (4) ? the ' Local Government Association; (5) the Shires Association; (6) the Tree Preservation Society; (T) the Bird Life Pro tection Society: (S) the Professional Women Workers' Association ; (9) the Society for the Pre vention and Cure of Consumption; (10) the Local Government Clerks' Association; (11) the Town Planning Association ; (12) the Health Society ; and a number of other bodies. These should have a Federal Council, on the lines of the New York Civic League. Now, who will organise this and make a name for himself? ? *. ?

A LAW-BREAKING GOVERNMENT. [Newspaper Article] — Construction and Local Government Journal — 18 May 1914

. . _ ? ^ ? . : A MW-BREAKING GOVERNMENT. There is an explanation for the reluctance of the N.S.W. Government to enforce respect for its law. It cannot consistently do so. In prosecuting others it would involve itself. No private individual would dare set aside building regulations, framed with a view to the safety, health and convenience of the people, as the Government does. The previous Lord Mayor of Sydney publicly complained on more than one occasion of the absolute over-riding of regulations by the Public Works Department. Last iirool.' SANITARY-BUILDING INSPECTORS. [Newspaper Article] — Construction and Local Government Journal — 25 May 1914

SANITARY-BUILDING INSPECTORS. William J. Devene, Sanitary-Building Inspector, etc.. Bexley (N.S.W.), writes:— In the copy of your interesting paper, of May 11th, L read an article headed 'Architects and their - Critics,' in ? which a reference was made to archi tects' plans being; 'overhauled' by £3-a-week ;; inspectors. Jtuirtner on there was a sarcastic com ment on the action of the Kuring-gai Council, in , appointing Mr. Ward, their Sanitary Inspector, as , Building Inspector, with the Assistant Clerk as Assistant Building Inspector. The remarks were fully appreciated (?) by yours \ truly, as I happen to be one of those unfortunate . individuals that are dubbed Sanitary-Building Inspectors, and though a £4-a-week one instead of , a £3-a-Aveek one, I don't know whether the extra ? pound makes me any more acceptable to the archi tects. The fact of being a £iJ-a-week inspector is, in most cases, a man's misfortune and not his fault. ?, Anyhow, the position, as it strikes me, is this...
