July 14. 1 he executive of the Sydney Coal Lumpers' Union have fixed a plan of campaign which may have a determin ing effect upon the question whether the existing trouble is to extend to other unions. They are demanding an open conference with an Impartial chairman, falling this, they will give the wharf Laborers' Union and other unions an opportunity of saying whether they re gard this struggle as one for the right of the principles of unionism. Members of the Trolley, Draymen and Carters' Union yesterday refused to take away coal from the steamer Dunmore. Free laborers on the steamer Black all ceased work because of being re fused a whole night's payment for any portion of the night they might be called upon to work. ARREST OF JAPANESE. LONDON. July 12. A Japanese has been arrested for making drawings of Fort San Diego (California). LONDON, July 13. The Japanese arrested for making plans of the tort at San Diego, Califor nia, is said to be an officer. His papers included plans of everything useful In the event of an attack on the Pacific coast, including mine field aiid har bor. The Japanese's servant was also arrested for having prints in his pos session. There Is intense feeling at San Diego, and the Japanese quarters were threatened. Thousands of Japanese la borers from the railways and lemon groves are pouring into/the city to re sist in the event of an attack. The newspapers at San Francisco state that the marines stationed at Vallejo threaten to expel the Japanese from the tqwn.
