It says: "A system, therefore, which will serve the wishes of those who are clamoring for county government, without changing our present me k thods in any radical degree, is desirable." The mistake the Garden Island makes is in the belief that such an imitation of county government would be satisfying to those "who are clamoring for county govern ment."
