NOISES— NUMEROUS AND VARIOUS. The Police Superintendent of Traffic has en lightened us with the law on the subject of noises: — No person shall upon any public street own' or .drive any vehicle which, to the annoyance of any person, causes an undue noise by: (a) Being in a state of disrepair. (b) The manner in which such vehicles are loaded. (c) The construction or condition or use of any ?brake attached- thereto. The Superintendent adds: — 'In my opinion, this law is equal to the law on the same matter in Mel bourne or elsewhere.' It seems so, but the trouble is that it is not applied, in Grosvenor Street at least, in the same manner as Melbourne and elsewhere. The Superintendent has, however, promised to ? remedy matters. Its latest action in N.S.W. is the appointment of an officer in charge of the recently-formed Industrial Arbitration Department of the Labor' Council. The duties of the officer are: '(a) to give advice in res pect to all Arbitration Court and Wages Board matters, and prepare all documents in connection with same ; (b) to conduct cases before Arbitration Courts and Wages Boards.' Ley, to Rodney Council (V.), which report led to his dismissal as health officer: — 'What of the slaughter yard? THE POLITICAL JUGGLER. Premier, Holman. in his capacity as Treasurer, gave another exhibition of financial juggling last week. He tossed millions about with consummate skill, and mere thousands with astounding non chalance. He was less dexterous, however, in handling the figures relating to business undertak ings. A friend of the audience, named 'Govern- ment Auditor,' had put them wise to this 'stunt,' and the juggler knew it. He started off brilliantly. Figures were juggled to show that the total interest bill last year for the business undertakings was £2,T:J0,O0O. The total interest bill for this year was anticipated as £3,080,000: the difference is £:i,j(),000; arid one-twelfth part of this, or, £29,000, should be added to the total increase on business undertakings for the month. This would make a total increased expenditure of. £63,000, which, the juggler impressed, still compared very favorably witli^ the total increased revenue of £150,000. The time ' has arrived when the crucifixion of mankind in the 'slums must cease, and despisers-of the gospel of fresh air and sunlight are marked for certain defeat.. We might understand a bloaie'd owner of slum' tene- ments refusing to assist the anti-slum movement, but a council committed to the interests of its p'eoplc — never.
