Speaking of the administration, that print says in snbstanct!—that Kansas having rejected the constitution and bribe tendered her by Congress, must now remain a territory until her population shall nearly double, thnt is, until she has over 90,000 inhabitants. All the arrangements for working tbe cable are confided exclusively to the assistants of Professor Whitehousb, the Electrician-in-chief of the Atlantic Telegraph Company, and as all their operations are conducted privately, and they decline to give0 any information beyond the fact that signals ore successfully and constantly passing through tho cable from the Telegraph office here to the Telegraph office at Valencia Buy, Ireland, all rumors representing a different stnte of things are unfounded. Although it is not known, except to the Electricians immediately connected with the -cable, what progress is being made in working Professor Whitehocbe's recording instruments, we hazard little in saying that it has as yet been found impossible to work them successfully.
