PAGE Killeen which adopted a home rule charter and hired a city manager only four years ago has a municipal setup now which is patterned after some of the most successful in the country. And Ray Baca city manager has at least one project which is a model for other towns parti­ cularly in this area. It is the ramp-type sanitary fill garbage disposal system. The garbage department in­ creased its expenditures to $44- 500 last year. The sanitary fill took part of that. But it is little more than a hole in the ground into which garbage is dumped then covered with dirt by a bull­ dozer. The garbage is burried every day. The department has two 12- yard trucks and two 15-yard com­ pressor trucks which smash the garbage into a huge lump in the truck. It has a large open truck which hauls only rocks and trash —not wet garbage like the four other trucks. The city also has a fogging ma­ chine for ridding the city of in­ sects and vermin. Killeen is going to give away $10000 April 12 at. its open house. Six families will be the biggest winners after the lucky ones are selected by lot and win six months of free living in the queen city of western Bell county. The open house idea was conceiv­ ed by a group of Killeen citizens working with the Chamber of Com­ merce. "Our building boom is completed and we have housing available" Arnold Mathias Chamber mana­ ger said. So he and his people be­ gan looking for a way to let every­ one know about the housing. A. H. PAGE 18 The rccreation story of Killeen is one of a gargantuan battle of "catch-up." Killeen once was a sleepy little country town with a couple of thousand population. Then Fort Hood hit like a Midwest tornado blowing in hundreds and later thousands of new people. Nothing in Killeen escaped a sever case of growing pains—least of all recreation facilities. Recrea­ tion too was left almost hopelessly in the wake of the expansion. And there it might have stayed but for the fact that Killeen is one of the most sports and recreation minded communities anywhere. A long uphill struggle ensued and this summer will be climaxed by the establishing of a year-round city recreation program to be built around existing facilities plus a new $45000 muncipally owned swm- ming pool to be completed by mid­ summer. PAGE 8 The Killeen story is one of ag­ riculture and arms. Agriculture gave it a steady growth from the time of its birth in June of 1882 when the railroad came through. The army gave it a jolt in 1941 and snapped it from a town of 1200 persons to a city Government payrolls are Kil­ leen's major industrial income. Fort Hood Gray Air Force base and Killeen base are responsible for Killeen's phenominal growth since 1941. The U. S. census in 1940 found Killeen an average agricultural community serving farmers and ranchers with a population of 1265. When giant Fort Hood (then Camp Hood) purchased about 160- 000 acres of land the economy of Killeen quickly turned from agrarian to a shopping center for construction workers and for mili­ tary men and their families. Except for a few short periods of time since 1941 construction has been the major industry in the Killeen-Fort Hood area.
