THE PREMIER'S OONFEB-1 ENGE. ' I Tke provision of a thre/vfifths ma jority in a. joint sitting of botfy Houses has been removed ; but in stead of a simple majority deciding, as was asked, it must be an absol ute majority of both Houses. It was found impossible to arrive at any project to take the place of the Braddon financial clause. It was therefore decided to leave the clause in the bill, but to limit its operation to 10 years. The Federal Parlia ment may, (it the end of that period, remove the clause. It was deter mined that the Federal Parliament should have power to grant finan cial assistance to any State upon such terras as it thought fit.
