Mr.HUand has for two yeaVs been gen eral agent for the St. Paul at Kansas City. Official notice of his appointment has not yet been sent to Mr. Ililand, but It will be within a day or two. When D wight W. Keyes refused to accept the place Mr. Hiland was communicated with, and he signified his willingness to accept. The apointment will tyke effect March 1. The Chicago. Milwaukee and St. Paul company has decided to put a new freight tariff in force in Iowa at once, without waiting till compelled to by law. The Iowa commissioners have beaten the rail roads in the courts, and the railroads would be obliged In time to come to the tariff demanded by the commissioners.
