WINNS8ORIO. Thursday Moraig, Aegast 17, 165. We notice by the Raleigh rogrqes that aboll of new Cotton has been hand. ed to the editor of the Newbern Vmes. This is early for now .cotton-earier, we believe, than usual. The motto on the Virginia Coat vf Arms has been changed. "Sic &uper Tyrannis" has been expunged, and the words "Liberty and Union" now appear above the Goddess of Liberty tramp lig upon the prostrate form of Tyran ny; a change emphatically for the bet. ter. The appropriation of the words of the old motto by the' assassin BOOTH has made them odious to American ears. The Virginia Elections. Governor PIERPOrNT has, addressed a notice to the Justices of the County Courts of Virginia, saying he has relia. ble information that -in a number of the Counties in the State persons have been elected to the office of Commonwealth's Attorn'y, Sheriff Commissioner of Rev. enue end Clerk of Court, and in some instances Justice of the Peace, who are disqualified by a clause of the ...

WINNS*O0Q Saturday Morning, 1 Several of our friends having bor towed from us some of our exchanges, with the promise to return when through with, have failed- to -compiy. We would like that those- having in posses #ion papers loaned them from our offce to return them. The Charleston Courier of the 7th and 8th inst., we were assured when borrowed, would be returned next morning. We have heard nothing fron them since. Other papers, Rich mond, Augusta, &c., are out, which, ac cording to "an assurance," ought to have been sent back, but which the par ties getting them, from negligence or purpose, have failed to comply. In plain words, when we loan a pa per to any one we wish it distinctly un. derstood, that it must be returned direet ly to us. No matter how much a paper has been clipped by us. parties cannot think from that reason that we are through with them. They are invalua ble to us.. Tuesday Morning, Augst 2, 1665 Civil w. 1ilitary Authority. The Press South, especially since the abortive effort to restore civil authority in Virginia, has been considerably ex ercised upon the question of preroga tives belonging respectively to the civ.il and the military authorities in each State. The Columbia Phoenix, of the 17th inst., leads off ably and pointedly upon the question. To-day we publish Gen. Gn.molnc's. order announcing of. ficially.the existence of a Provisional Govern'ient. Thetpoint at issue is, to determine how the authorities, civil and tpilitary, tally or dove-tail together. Taking the Proclaniationof Gov. PintY and the order of Gen. GIIMoRE togeth er, the matter seems to narrow itself down to a single point, and it is this: Gen. GILHOR icknowledges but a small part of the authority claimed and pro. claimed by the Provisional Governor, -and that is embraced in '1,h6 two first paragrdphs of the Proclamation. Gen. GILUORic rec9gnizes Mr. PEfnY D8 Gov ernor, a...
