This is a victory for the President and for the policy embodied in his first appointments. True to his pledges of equal jus tice to all, Governor Hampton has issued his proclamation, offering a rew.ard for the arrest of Putiaun, a young white man who killed a col ored man in Laurens county. Cham borlain has shown his utter inability to check crime on the part of any one. Another reason why the blacks should adhere to Hampton. He is the safest friend they can find in the State.
