Our Public Schools.?The city oi Wheeling and parts of townships con nected therewith, constitute the school district of Wheeling, for which a special school law was enacted at the last ses sion of the Legislature, it having been ascertained that the provisions of the general school law of the State, were not adapted to the wants of a city pop ulation. The parts of townships not embraced in the corporate limits of the city, but attached to the city school dis trict, are portions of Webster and Wash ington, the remaining portions being embraced within the city limits. This special act so far as practicable, was made to conform to the general school law of the State, and at the same time disturb as little as possible the then ex isting school system of the city. Some new provisions were adopted, which it was believed would operate to advan tage, and promote the efficiency of the schools. The terrible plastic inspires al most the same terror that It did in 1832, in which year It is estimated that fifty millions of human beings were swept from the earth by its ravages.
