KISSING AT ? CARNIVAL. One of the Big Stone 4Jap Boys Does the German Act In Fine Form. QUICK TO CATCH ON. < (Correspondence of the l'ost.) The carnival on the Rhine is a thing of 80 many peculiarities that your intelli? gent readers will probably be interested in hearing of it. The carnivals in Venice and in Rome, at least, are quite well known the world over; but to hear of the carni? val in Cologne and on this portion of the Rhine, one has to come to Germany. And then it is to bo said that the carnival in Cologne is as famous in Germany as the carnival in Venice is famous the world over. To go back to the beginning of things, it seems that Italy is the home of the carnival, from which it has wandered in? to France, Spain, Austria and Germany. It is the outgrowth of the old Roman feast, the "Saturnalia," which was cele? brated yearly, in honor of Saturn, who was looked upon as a deity, whose especial business it was to see that the seeds came up, that the crows didn't eat them ...

DODGING DEVICES. The lBg?ntoa? Methods Resorted to in the Prohibition District* of Cos nectiowt to Avoid the Law and Sell Liquor. MORE YANKEE TRICKS. i Norwich, Feb., 25.?The livliest dissi pation that is practiced in good old Wind ham county, in Northeastern Connecticut, is the church social, and now ai d then a conference meeting, and nowhere is the iron-clad license law of the State more sternly and persistently prosecuted. The pillars of the community may take a nip behind the pantry door in their own homes if they are very secretive, but society frowns on open bar-rooms. So there is a never-ending war between the officers of the law and the venders of prohibited ardent beverages who undertake to fur? nish them to thirsty customers in the vil? lages and rural hamlets. The contest that has been going on for thirty years has sharpened the wits of the law? breakers into almost phenomenal acutc ness, and extraordinary are the nriifices they use in carrying on the illicit. They secre...

VALUABLE TIMBER. Something Alton* the Enormous Supply About ?Ig ?tone G?p. A representative of the Post met Mr. John Delclisur, of the New York & South em Lumber Company, a few days ago, and interrogated him regarding the timber re? sources of this neighborhood, especially that timber contiguous to the line of the lt. & N. railroad. Mr. Delclisur during a a conversation said: "The completion of the L. & N. system through this country opens up a vast timbered section abound? ing mainly in hardwoods, such as walnut, both black and white, poplar, known in the north as whitewood, oak, white and red, chestnut, maple, beech, and other woods. A DANGEROUS DOCUMENT. The Kentucky Constitutional Convention Closes ft Six Month'* Session After an Expenditure of 8200,000. THE WORK OF DEMAGOGUES. Louisville, April 16.?The Kentucky Constitutional Convention has completed the ^constitution to l?c offered, and ad? journed after being in session 199 days. It has cost the State about $?200,000. and made very many changes in the old fun? damental law of the State. Some of these recognized as wise, but very many arc untried and are considered ruinous to the prosperity of the State. On account of the latter the constitution will be op? posed by many strong public men and may be rejected by the people when voted upon in August. The principal changes are as follows: The preamble expresses gratitude to God for American liberty. The bill of rights provides that no granl of exclusive privileges shall be made except for public services; that no property shall be exempt from taxation as provided in the constitu? tion; that every franchise shal...
