This and other provisions show with what care those great and good men provided for the safety and the liber ties of the people. . The "fathers of the Republic" well knew that perfect freedom of thought induced a correct public opinion. Tyrants and their followers also know the power of a free public sentiment and hence their haste to fetter and control this, to them, alarming- pow er. ...
