Low Tax Rate. With state tax rate for general purposes reduced from 20 cents to (i cents the state school tax reduced from 20 cents to 10 2-3 cents with the per capita school apportionment raised from 5 to 0.7."). with county tax rates re- duced from one-third to one-half and with assessed values nowhere increased in greater ratio all within two years is a pretty fair vindication of the policy of full rendition inaugurated by the Thirtieth legislation. Total tax collections have not been increased except by the normal increases in legitimate public expenditures and these expenditures are more than olfse t by the natural increase in wealth. The critics pretended to fear tliat the rate would not be re- duced in proportion to the in- crease in assessments albeit they knew that the law required n automatic reduction in the state rate and they should have known that public opinion would compel county commissioners to make like reductions in local rates.
