PAGE 2 BASTROP COUNTY TIMES, SMITHVILLE. TEXAS 78957 THURSDAY. JUNE 24. 1976 Call For A Mall : At the last Bastrop City Council meeting, Bastrop Bicentennial Committee Oiairman Perk Herndon urged the council to take action on three projects which could not go forward without their initiative-the riverwalk, a civic center, and the Main Street mall. All sorts of proposals have been made in regard to the mall idea, ranging from the Chamber of Commerce trying tp persuade merchants to go along with it to simply banning <11 on Main Street to totally ignoring the idea. I But I feel like Herndon was on the right track in calling on the council--as the only body elected to represent the people Aid as the only body with enough clout to see the plan car- ried out--to take the bold step of closing Main Street, between Pine and Farm or between Pine and Spring, to all automobiles, allowing traffic only on the cross streets. With the sizeable areas behind the Main Street buildings turned over t...

The quiet is broken with a soft, sad voice from one of the boats. "It's all over. It's all over." An even deeper silence hovers over the hollow as tired, sad men move to reclaim the small body. But the occasion being commemo- rated all over the Lastrop County this past weekend was not the signing of the Declaration of Independence in 1776, but the arrival of the news, on June 19, 1865, that President Lincoln had declared the emancipation of all slaves. Lincoln had signed the Emancipation Proclamation on January 1, 1863, but the news did not arrive in Texas until more than two years later when General Gordon Carlson landed at Galveston. Ever since that time, the Afro-Americans of Texas have celebrated Juneteenth with sp...
