We are not aware that any of our peo ple object to this. We believe it was not the design of the legislature which first adopted the amendment to our Constitution, nor was it the wish of the loyal people whom that body repre sented, to decitizenize, in the proper sense of the term, the persons described in the amendment. Our conception was, of a star in the national con*UUation. Thi bill to reimburse West Virginia for money expended in tbe suppression of the rebellion finally passed Congress some days since, though it has not yet, we believe, received the approval of the President. The amount appropriated for the purpose is 1368,000. Out of this, our share of the direct tax, laid early in the war, is to be deducted?amount ing to some |150,000 or more.
