Mr. Sumner askctl to be excused from service as chairman ol' the Committee on : Elections and Privileges, and he was ex eused unanimously. Mr. Sumner presented live petitions froi citizens of Boston, asking the abolition o the duty on salt. Also, petition from colored citizens o Rhode Island, asking the passage of hi supplementary Civil Rights bill. Messrs. Patterson and Edmunds also presented petitions in favor of free salt. Mr. Robertson, from the Committee on Disabilities, reported back formally th House general amnesty bill. Mr. Sunnier introduced his bill to reduce internal taxes and abolish the office o Commissioner of Internal Revenue.
