The intelligence from the east is very warlike. The Sultan has issued an able and unanswerable manifesto to the Four Powers, ex plaining the eon 'ition of affairs, and concluding with a formal declaration of war, unless the Principalities were evacuated within fifteei days. The Emperor of Russia, ir is reported, or hearing of the declaration of war, said tha negotiations had ended, and expressed a deter minatkn to fight. Prince Gortschakoff is reported to have or dered his troops to bo ready at a moment', warning, stating that he had received orders however, to act on y on the defensive, and tha he should not cross the Danube.
