Sir--" Fair play all round" writin'g on the above subject in your last issue, states "jThat all the owners of property who hare had flagging, kerbing or paving on their footpaths, are equally liable by law to pay." No one has ever disputed that, to far as law is concerned, but as regards he practice and u'sago in the case, thore is a wide difference. THE PAVEMENT QUESTION. Sir-As the half cost of paving foot paths is likely to become the cry at our election, with your permission I will lay a few facts before the ratepayers who have been misled lbPparty purposes. I have taken some little trouble in trying to find out what is the usage and custom in the various boroughs surrounding Mel bourne, relative to kerbing and paving footpaths ; it is this. TIn no case has any borough ever made a charge on the rate payers for kerbing or for a strip of paveo ment; when the whole of the footpath has beon paved, the ratopayers, whose pro perty it fronts, in nearly all cases hare been charged one-half the cost, but this is only done when the ratopayer applies to the Council for it (except in one or two special cases.) I also find, Sir, that in no borough has the cost of paving the wohole footpath been donoe out of a loan fund, but out of the ordinary borough fund, notwithstanding Councillor Lauron's letters from the various boroughs to the cont...

THE IlRUfNSWICK LOAN. Sir,-The Brunswick Council content. plate plunging the borough into debt to he tune of £8,250. This debt, with in-0 terest added, the ratopayers will have to tpay by nnnual instalments oxtending over a period of fiftoen years. So running into debt is a very eany thing, but very orpensive, and very ditlicult to free one's self from it.
