He induced Kaid Maclean to visit the tribesmen, and arrested him after reading the letter. It is re ported that the Sultan is at the head of a powerful expedition 'against the bandit Raisuli.

BRITISH POLITICS. EDUCATKJNAL PROPOSALS. (By Cablr.) LONDON, July 12. Mr R. McKeiina (Financial Secretary to the Treasury) proposes to spend 1100,000 in building elementary schools In the single school areas. Kir Balfour complains that this will over-ride the provision of the Act of 1870 that no public money shall be given for the erection of any elemen tary schools thus overriding the Act by administrative action. ' Sir W. R. Anson complained that Mr McKcnna's new training college regula tions Impose the Cowpor-Temple clause upon all secondary schools and train ing colleges. Mr McKenna replied that he only made the conscience clause a reality. Since the training colleges were chiefly supported by public funds, they must be open to applicants of all denomina tions. He was compelled to proceed by regulation because tho House of Lords had taught the Government that it was useless to offer compromises If the leader of the Opposition disapproved.
