THE DAILY DISPATCH VIRGINIA LEGISLATURE. Mommy. Jan.3. Senate. There being no quorum in the Senate to-day, the session was brief and the business trans acted of an unimportant character. The new Cierk of the Senate, Mr. Shclton C. Davis, appeared to-day and entered upon a discharge ol the duties of his office. The bill (root the House, establishing " an independent Bank" in Winchester, was passed with amendments. Two or three other bills were passed, which are noticed in the proceedings of the House, below. THE DAILY DISPATCH TIKUIMA LEGISLATURE. HOUSE OF DELEGATES. Tcisdat, January 4th, 18i3. Notwithstanding the very inclement weather, there was a quorum of members in tbe House to day, and tbe teaaion a business one of three hours' continuance. A bill was passed, amending tbe 158 th chapter of tbe Code, an at tosllow a Judge of a Circuit Court to adjourn a special term to such time at he thall deem proper. (Tbe bill wat subsequently patted in tbe Senate) A resolution was adopted requiring tee roll of the members of the House, in all casii of voting, to be called alphabetically instead of by counties as here tofore. Tbe Houte also resolved to meet hereafter at 11 instead of 12 o'clock.
