DRESS. IF it be true that the history of a country is written in its architecture, we may expect to flind some connection betwecen the character of a nation and the dress of its people. Thle habit of horrowing our fashions from France dates from the reign of Edward tlhe Confessor. This king Iad been brought up in Normandy, and his predilcctions were all Norman. During tihe Norman period, the women of England cast aside the simplicity of the Saxon fashion of dress. Tlheir sleeves, we are told, hung miore than at yardl in lengtlh from the wrist, andl were sometimes tied up in knots, as were their trains. They wore their hair in long plaits adorned with ribbons, and somtetiutes encased in silk. A meeting of the ratepayers was held on Wednesday evening last for the pur pose of oennsidering the question of water supply for the town,lwhich lately has been dery inadequate. The meeting, we are glad to say,was much betterattended than Insual, and tiheqestion was well discussed. Mr. r. Hughes, J.P., was voted to the chair. 'Tlie criticism is. however, very little more than an echo of the statcments made by the engineer himself, tinged withi the saugnineous line of "blood," old and neow. I have no doubt Justice to All Men" believes in justice to all men, i.e., all men who think as he does. If he had not dragged in the ratepayers who elected the new conneillors as unknown grnmblers and harping rate payers, I shonld have been content to let it pass. If he only know a hnndredth part as muclh of the ratepayers' wishes as he appears to do of those of MIr. Albrccht (whose very banking account lie appears to be acquainted witlh), hle would know that 90 per cent. of them havre been dis satisfied with the engineer for years past, and the new councillors were returned partly to e'opress their (the ratepayers')...

A meeting of ratepayers resident within the urban district of Kerang, convened by advertisement, was held at the Mec hanics' Institute on Friday evening last to consider the advisability of protesting against the water rate being raised. as proposed by the Department, and to take further steps towards gettingthetowsnship of Kerang formed into a separate trust. .Mr. C.
