On Friday t he president sent to congress a message devoted exclu sively to the subject of Cubin recip rocity. There is nothing domineer ing or dictatorial about Mr. Roose velt's utterance. It is n straight forward, forceful nppeal to congress to carry to a successful issue the great work begun when the United Slates declared war against Spain because of the oppression which she had vis ited upon Cuba, and which ended with the establishment of the repub lic of Cuba.
