To the Patriotic Citizens of Texas: All 0 Texas recognizes the importance of a creditable representation at the World's Fair and several plans for raising the necessary funds have been tried and abandoned. The organize fion at Fort Worth failed; Galveston made her fruitles; at- tempt to raise the money. The Governor .as emphatically declared that appropria- tion by the Legislature would be unconstitutional; therefore we look for no aid from that quarter.
