We have occupied a large portion of this Week s paper with the speech of Mr . Clay and a part of that of Mr . Hayne on the proposition for a modification of tbe Tariff . The remainder of Mr . Hayne s speech will be given in our next . It was expected that Mr . Clay -would reply to Mr . Hayne on the 23 d ult . — Wc shall endeavor to give this reply also . Mr . Clay , in his remarks , confines himself pimply to an expression of his views on ( he subject of a change in the Tariff . Mr . Hayne , on the contrary , disproves of the protective system , and goes into an argument to support his views . Mr . Clay s reply seems to be necessary to obtain a fair view of the whole ground . From the conciliating course taken by Mr . Hayne , and other prominent members of Congress opposed to the protective system , tlie best results are anticipated . We have been amused in reading a curious • dissertation on the mixture of soils , in the Old Colony BIcmorial . The facts set forth in the dissertation are no doubt correct . The proper admixture of suits is necessary to ensure crops . But to reclaim a sandy tract to fertility , would cost a , i immense expenditure of labor , too much , we should suppose , to justify the undertaking on an extensive scale . — The ltdior required to reclaim a dozen acres of sand barrens- ( which must be done by mixing clay in smfible quantities with the sand . We would say 100 loads to the acre , at 25 cts . a load , ) would here he sufficient to purchase , nt government price , 80 acres of first rate laiid---siieh hind us is not lotind in JS ew England—and fence , and break up , and plant most of it !
