The rectnt decision of the Supreme Court pronouncing the test oath for rebel attorneys unconstitutional, made it obli gatory Upon Congress to do something in lie premises which has been done by the passage of a bill introduced by ex Gov ernor Boutwell, of Massachusetts, which excludes from all the courts of the United Stales all lawyers who hare "been guilty of treason, bribery, murder, or other fel ony, or who baa been engaged in any re bellion against the Government of the United Stales in armed hostility thereto," nd the above provisions, were made a rule for all courts of the Uoited States. On tLe ,31st of January our Lower llouee finally adopted the joint resolution submitting to the vole of the people a proposition to strike the tord while out of tbe constitution of Kansas. The baby clause' aa it vea facetiously term ed, was withdrawn by Senator Wood, at tbe solicitation of many of Lis friend?, and that portion which offered euITiage to women was rejected by a email majoi ity. Some members voted againel it on tbe ground of expediency, not wibbiog lo endanger the movement in behalf ol manhood suffrage by lesj popular attach ment. We consider negro suffrage in Kansas a fixed fact. The amendment will un questionably be adopted by overwhelming majorities. As to the rejected clauses of Senator Wood's bill, we have aheady ex pressed our opinion in their favor. How ever, in the future as in tbe past, we must be content to take a step at a time.
